The small chimes on the left were cut from the frame of a bent metal tube chair. It's body shape and colors were inspired by a UFO that Citizen One saw as a youth. The larger chimes on the right are made out of electrical conduitand old brass plumbers pipe. As with most of this stuff the longer the pipe the lower the tone, but wall thickness, type of metal and diameter also affect the note. So tuning these things involves a lot of tedious hack saw work and luck. They are both supported by foam rubber over a bed of Styrofoam.  The Styrofoam amplifies the sound of the tubes.   This is a technique that I picked up from Skip La Plante's group Music for Homemade Instruments.

That's the story he gave me, but his description was pretty vague. I may have to hypnotize him to get all the details. :)
